Background:
There are whispers, you know, in the dark corners of the criminal underworld, about a woman who came from Hong Kong. Her name is Chien Na Wei, and she's a master assassin, or so they say. She is now, I guess you could call her, a boss in her own right, leading a faction of the Triad that's making inroads into Gotham's criminal landscape. They are getting a foothold, something other gangs probably don't like all that much, and I think it's just a matter of time before there is some kind of clash.
I believe she learned her trade, her martial arts techniques and her unique fighting style, from a rather young age. She is an expert with blades. Most people probably don't have a clue what her actual identity is. They just know her reputation, what with her being a ruthless and cunning leader of a criminal enterprise. Her rise to power really should have been a much harder struggle, but it seems there was little stopping her. She is incredibly disciplined, almost unnaturally so, which is probably why she commands such respect, or fear really, from her underlings. Her obsession with perfection and her cold, calculating nature make her a serious threat, a kind of challenge for the heroes I think that is different than, say, the Joker. The Joker's insanity is a weakness, I mean a real problem for him, and so I guess it stands to reason that Chien Na Wei's cold control is what sets her apart, for better or worse. You might even find, if you look into it, some small similarities to other martial artist types, maybe like Lady Shiva or something, but with a different focus.
Chien Na Wei's criminal activities are really varied. They range from smuggling illegal goods, you know, things that come in through Gotham's busy ports, to extortion rackets that prey on local businesses. She operates with a cold efficiency that, well, it makes a lot of people uneasy. I think she sees crime as just a business venture, a way to make a great deal of money and build her power base, which makes her almost more dangerous than some of the more theatrical villains. She's not doing it for the show, but for the profit.
