Nightfall Bay, 2023 — Recent developments in Nightfall Bay have brought to light a growing concern among citizens in response to the increasing presence of individuals with extraordinary abilities, often referred to as meta-humans. The rise of these meta-humans has prompted conversations about safety, security, and the role of law enforcement in dealing with these unique challenges.

The city of Nightfall Bay, which has long been known for its rich history and unique character, now finds itself grappling with a phenomenon that is becoming increasingly prevalent. These individuals, each with their own unique set of capabilities, have drawn attention and raised questions within the community. Some residents express admiration for these gifted individuals, while others fear the potential consequences of unchecked abilities.

In response to this rising concern, the Federal Bureau of Investigation's Nightfall Bay Division established the Meta-Human Threat Assessment Division (MTAD). MTAD, under the leadership of Director Samuel Bishop, has a critical mission to identify, track, and neutralize potential threats posed by meta-humans.

Batman is everywhere and his best run was the '90s?


 

In the past I've talked a lot (elsewhere not really here) about how awesome the Batman comics were in the 1990s. They were like pure gold! The editor, Dennis O'Neil, did a fantastic job bringing together all the different Batman stories happening in Gotham City. It was like a big puzzle that fit perfectly.

These stories didn't just focus on Batman and his superhero pals, but also on the regular people who lived in Gotham. It made everything feel so real, even though there were some really wacky bad guys running around in crazy costumes.

Being a part of that world was incredible. It felt like I was entering a different reality where anything could happen. The writers made sure to keep things grounded, but they also let their imaginations run wild. Batman comics were all about having fun and going on crazy adventures with these larger-than-life heroes and the weird criminals they faced.

Nightfall Bay has been known to have its fair share of masked vigilantes patrolling the streets at night, fighting crime and dispensing their own brand of justice. While some see them as heroes, others view them as dangerous individuals taking the law into their own hands. In an effort to curb vigilantism in the city, Borough President Marino passed the Anti-Vigilante Legislation (AVL 9A.16.020) today, which prohibits individuals from using physical force to fight criminal activity, unless it is to protect themselves from immediate danger or personal property.

Anti-Vigilante Legislation (AVL 9A.16.020)

Any person caught fighting criminal activity within the limits of the city, taking "crime fighting" into their own hands, by using physical force to stop criminal activity that is above and beyond protecting themselves from immediate danger or protecting personal property will be considered obstructing justice and acting in an authoritative capacity which is not authorized by the city. Elected & Appointed officials are to arrest and detain Vigilante activity by any means necessary to uphold the laws of the city.

 

AVL 9A.16.020 allows use of force in these instances:
• When used to arrest someone who has committed a felony and deliver the suspect to a public officer.
• When used by a party about to be injured or about to suffer "malicious interference " to his own property. The force must be "not more than is necessary."
• When force is "reasonably" used by the owner of property to detain someone who unlawfully enters his property.

 

Vigilante Defined

A vigilante, also known as a "mask", is an individual who takes the law into their own hands, believing that the police and the court system are unable to or unreliable at bringing criminals to justice. However, not all vigilantes are fighting for justice, some do it out of personal revenge or antagonistic reasoning. It is also common for vigilantes to take on a moniker to be known by some by personal choice and others by having been named by the public. Some vigilantes eventually gain a level of popularity and admiration from the general public that they begin to be seen as a "superhero". Despite the name suggesting this term is reserved for individuals with superhuman powers and abilities, it is also used to define individuals without any but instead rely on combat skills, intellect, or gadgetry.

Vigilante Justice

"Vigilante justice" is often rationalized by the concept that proper legal forms of criminal punishment are either nonexistent, insufficient, or inefficient. Vigilantes normally see the government as ineffective in enforcing the law; such individuals often claim to justify their actions as a fulfillment of the wishes of the community. Persons alleged to be escaping the law or above the law are sometimes the victims of vigilantism. Vigilante conduct involves varying degrees of violence. Vigilantes could assault targets verbally and/or physically, damage and/or vandalize property, or even murder individuals.

 

GM Note: This really isn't a mechanic for your game but more so a flavor to add to your game, to basically put some realism or fear into the players of their character that being a masked Vigilante is against the law. You don't have to use this, but if you do, it will make the player's job even harder as they will have to be more creative with their character choices and be more sneaky in their crime fighting duties. Maybe they will think twice about going out to fight crime, when the police force is ordered to capture Vigilantes and bring them in. While I do a lot of street fighting level games, I will normally implement this law after a certain amount of time when the players get really comfortable with just out right doing things with their characters. While the people may respect the man behind the mask, and sometimes the law will as well, vigilante activity should be done in secret and from the shadows.

I was inspired to make this by watching TheCW's Arrow, which at first was a great show, but then fell into trashcan. This did happen on the show, when Oliver Queen was Mayor of Star City, but he put the vote to the people of Star City, and the measure passed by a landslide. While I could find no actual wording, or things defined based on the show, other then the name "Anti-Vigilante Legislation". I sat down and defined it myself and I even made up the legislation number docket to make it seem more "official". Enjoy!

He has traveled the world, seeking out knowledge and training from various mystical traditions, and has become a respected member of many mystical societies and organizations. He took Wayne Powers under his wing when he was just a young man, recognizing his potential as a sorcerer. Master Lin Chen is a patient teacher, but can be stern and demanding when necessary. He values caution and careful planning, and is often hesitant to take risks or act impulsively. However, he will do whatever it takes to protect his student and the greater good, even if it means putting himself in danger.

GM Notes: Master Chen served as a mentor to one of my player's characters in the past, and I never actually wrote him up, because there really was no need for stats when the character was a pure roleplay character and as GM that does stuff on the fly I could always just make up something for him if and when needed. This is really I have on him.

Description: 

Father Gabriel had always been a devoted servant of the church. From a young age, he had felt the calling of God and had devoted his life to serving Him. He had been a model student in seminary, and his passion for the faith had impressed all who knew him.

After being ordained as a priest, Father Gabriel had been sent to Nightfall Bay. At first, he had been happy to serve there, grateful for the chance to spread the word of God to those in need.

However, over time, Father Gabriel began to see the darker side of Nightfall Bay. He saw the sin and corruption that lurked beneath the surface, the darkness that threatened to engulf the town. And he knew that he had been chosen by God to rid the world of this evil.

At first, Father Gabriel's methods had been subtle. He preached against sin and corruption, encouraging his parishioners to live a life of righteousness and piety. He used his charisma and the strength of his convictions to sway the hearts and minds of those around him, and soon he had built up a loyal following.

But as Father Gabriel's power and influence grew, so did his zealotry. He became increasingly convinced that he had been chosen by God to carry out His will, and he began to use his position of authority to amass even more power.

Father Gabriel's divine powers had always been a source of wonder and amazement to his followers. He had used them to heal the sick and the injured, to ease the suffering of those in pain. But as his zealotry grew, so did the intensity of his divine powers. He began to use them to smite his enemies, to strike down those who opposed him.

In his mind, Father Gabriel was doing God's work. He was ridding the world of sin and corruption, just as he had been chosen to do. But in reality, his actions were causing great harm. Families were torn apart, lives were destroyed, all in the name of his holy mission.

As time went on, Father Gabriel was chased into hiding with his fantical followers and is lurking somewhere in Nightfall Bay ready to smite those who stand in his way of the Truth, Justice and the Holy Way.

The Ravenwood Institute for the Criminally Insane

 


Ravenwood Institute was founded after WWII by Dr. Cornelius Ravenwood, a brilliant but controversial psychiatrist who believed in using unconventional methods to treat mental illness. He was a pioneer in the use of hypnosis, psychoanalysis, and other controversial techniques that were frowned upon by the medical establishment of the time.

Despite the opposition he faced, Ravenwood was determined to create a new kind of mental institution, one that would be dedicated to the humane treatment of its patients. He assembled a team of like-minded doctors and nurses and set about building a state-of-the-art facility on the outskirts of Nightfall Bay.

Ravenwood chose the name of the institution based on his love of the local wildlife. The woods surrounding the facility were home to a large population of ravens, which Ravenwood believed to be intelligent and mystical creatures. He saw them as symbols of transformation and healing, and he wanted his patients to experience a similar kind of transformation during their stay at the institute.

Over the years, Ravenwood Institute became known as a leader in the field of psychiatric care. Patients came from all over the world to receive treatment, and many of them went on to lead fulfilling and productive lives. Even after Dr. Ravenwood's death, his legacy continued, and the institute remained at the forefront of mental health research and treatment.

The Ravenwood Institute has played a significant role in the history of Nightfall Bay. Over the years, many of the city's most notorious criminals and supervillains have been sent to the institute for psychiatric evaluation and treatment. The institute has been at the forefront of developing new treatments for disorders such as dissociative identity disorder, schizophrenia, and other severe mental illnesses that can lead to criminal behavior.

The Ravenwood Institute has also been the subject of controversy and scandal. Over the years, there have been numerous reports of patient abuse, neglect, and even experimentation. Some have accused the institute of using its patients as guinea pigs for untested treatments and procedures.

Despite these allegations, the Ravenwood Institute continues to be a vital part of the Nightfall Bay community. Its staff is dedicated to providing the highest quality care to its patients, and they are constantly seeking new ways to improve their methods and techniques. The institute is also a significant employer in the area, providing jobs for hundreds of Nightfall Bay residents.

For the Nightfall Bay Police Department, the Ravenwood Institute is both a blessing and a curse. On the one hand, the institute provides a valuable service in evaluating the mental state of criminals and supervillains, which can be crucial in solving crimes and preventing future incidents. On the other hand, the institute's patients are often unpredictable and dangerous, and there have been several high-profile escapes over the years.

Despite these challenges, the Nightfall Bay Police Department and the Ravenwood Institute have a strong working relationship. The police provide security for the institute, and the institute provides valuable intelligence and insights into the minds of the city's most dangerous criminals.

NightFall Bay Map & Key Locations

 


 


History:

Nightfall Bay was originally known as Richmond, a small island off the coast of New York City. In the early 20th century, a wealthy industrialist named Henry Nightfall saw the potential for a thriving manufacturing center on the island. Nightfall built factories and mills throughout the island, attracting workers from all over the country who were seeking employment.

The island's population grew quickly, and it soon became known as a hub of industry and commerce. The Nightfall family became one of the wealthiest and most influential families on Richmond (now Nightfall Bay), with a vast network of business interests and political connections.

However, as the 20th century progressed, Richmond began to face new challenges. The rise of global competition and the decline of American manufacturing led to a gradual erosion of the island's economic base. The Nightfall family struggled to adapt to these changes, and the island began to fall into disrepair.

In an effort to rebrand and revitalize the island, the Nightfall family proposed renaming Richmond to Nightfall Bay, a name that they believed would evoke a sense of mystery and intrigue. The proposal was met with some resistance from residents who were attached to the island's original name, but ultimately it was approved by the city council.

Today, Nightfall Bay (formerly known as Richmond) has undergone a period of revitalization, with new businesses and entrepreneurs bringing fresh energy to the island. However, the legacy of the Nightfall family still looms large, with many residents resentful of the family's wealth and influence.

As Nightfall Bay continued to grow and develop, it began to attract the attention of various organized crime families. Two of the most powerful and influential of these families were the Gambini family and the Valentino family.

The Gambini family, headed by patriarch Don Vito Gambini, was known for its ruthless tactics and its control over the city's ports and shipping industry. The Valentino family, led by Don Rodolfo "Ruddy" Salvadore Valentino, was more focused on gambling and extortion, with a strong presence in the city's nightlife scene.

The Nightfall family initially attempted to resist the incursion of these criminal organizations, but they soon realized that they could not do so alone. They made a deal with the Gambini family, offering them a cut of the profits from Nightfall Bay's shipping industry in exchange for protection from other crime families.

However, this deal quickly backfired, as the Gambinis began to expand their influence throughout the city, using their control over the ports to smuggle in drugs and other contraband. The Nightfall family found themselves in a difficult position, unable to break free from their arrangement with the Gambinis but also unwilling to condone their criminal activities.

Meanwhile, the Valentino family was also making inroads in Nightfall Bay, with their gambling operations becoming increasingly lucrative. The Nightfall family attempted to broker a truce between the two crime families, but this only served to further entrench the Gambinis and Valentinos in the city's underworld.

Today, Nightfall Bay is a city rife with corruption and crime, with the Gambini and Valentino families vying for control of its streets and businesses. The Nightfall family still holds considerable influence, but their power has been significantly diminished by the rise of organized crime.

Key Points of Interest in the City:

  1. Nightfall Ferry Terminal - This terminal is the primary transportation hub for Nightfall Bay, providing ferry service to other parts of the city and beyond. It is owned and operated by the City, who use it to control the flow of goods and people in and out of the city.

  2. Ravenwood Institute - This historic fort, formerly known as Fort Wadsworth has been repurposed by the city after WWII to serve as a psychiatric hospital for the Nightfall Bay, housing patients who are criminally insane, as well as select prisoners with unusual medical requirements that are beyond a conventional prison's ability to accommodate.

  3. Nightfall Mall - This shopping center is one of the largest in Nightfall Bay and is a popular destination for residents and visitors alike. However, it is also a hub of criminal activity, leaving the mall to be a not so safe place to be at night.

  4. Nightfall Cultural Center - This center is a hub of arts and culture in Nightfall Bay, featuring galleries, theaters, and performance spaces. However, it is rumored to be a front for the Gambini family's money laundering operations, with many of the events and exhibits used as cover for illegal activities.

  5. Nightfall Ballpark - This baseball stadium is home to Nightfall Bay's professional baseball team, the Nightfall Knights. However, it is also a venue for illegal gambling and other criminal activities, with the Nightfall family using their ownership of the team to further their criminal empire.

  6. Nightfall Point - This neighborhood is located on the southern tip of Nightfall Bay and is home to many of the city's wealthiest residents. However, it is also a hotbed of corruption and criminal activity, with the Nightfall family exerting significant influence over the local government and police force.

  7. Nightfall Park - This area of Nightfall Bay is known for its picturesque waterfront views and natural beauty. However, it is also a site of frequent criminal activity, with the Nightfall family using its control of the docks and shipping industry to smuggle in illegal goods.

  8. Nightfall Port - This bustling commercial port is one of the busiest in the region, with ships arriving and departing around the clock. 

  9. Nightfall Heights - This neighborhood is located on a hill overlooking Nightfall Bay and offers stunning views of the city skyline.

  10. Nightfall Ridge - This wooded area on the outskirts of Nightfall Bay is a popular destination for hikers and nature enthusiasts. However, it is also a site of frequent criminal activity, with the Nightfall family using it as a hideout and base of operations for their more illicit activities.
