Bay Times News Article - Nightfall Bay Implements Anti-Vigilante Legislation

By Alex Montgomery

Nightfall Bay has been known to have its fair share of personal justice warriors patrolling the streets at night. Fighting crime and dispensing their own brand of justice isn't anything new. Some see these masked people as heroes, others see them as a menace to the law and interrupting the jobs of the Nightfall Bay Police. In efforts to curb vigilantism in our fine city, our Borough President, passed the the Anti-Vigilante Legislation (AVL 9A.16.020) law today, which hold those who are caught, accountable for their actions in the streets serving up their own brand of justice.

The law defines a vigilante as an individual who takes the law into their own hands and believes that the police and the court system are unable or unreliable at bringing criminals to justice. Some vigilantes operate under a moniker, while others become popular enough to be seen as superheroes. However, not all vigilantes are motivated by a sense of justice, as some act out of personal revenge or antagonistic reasoning.

AVL 9A.16.020 allows the use of force in certain instances:
  • Citizens may use force when attempting to arrest someone who commits a felony
  • Citizens may use force when attempting to defend their lives, the lives of others in situation where there is no other course of action.

The new legislation has been met with mixed reactions from our faithful readers and citizens of the Nightfall Bay. Most of city applaud the measures taken by Marino, in attempt to reduce the amount of violence in the streets, while others argue that if the current police force and court systems were not so ineffective that vigilantes would not been needed to help defend this great city.

Police Chief Collins, in a brief statement to the Bay Times, stated "... while the police department supports this bill, they are concerned about the potential consequences surrounding who will be considered a vigilante once caught..." and further went to say, "... we don't want to discourage citizens from reporting criminal activity in the city or taking actions to protect themselves or their property, but we also want to make sure they are not putting themselves or others in danger by going above and beyond to take on criminals."

The Anti-Vigilante Legislation is the latest in a series of measures Borough President Marino has taken to tackle the rising crime and improving safety in Nightfall Bay.

In the meantime, citizens are encouraged to report something if they see something and refrain from taking matters into their own hands, letting the justice system do its job. Hopefully this will lead to a safer city and a quiet one at that. Only time will tell folks.

GM Note: Always fun to run a news article about a fake bill you passed in the game to get some reaction from players! Print this out on some old newpaper background, and hand it out to get the players in the mood before a session. It is a lot of fun to do these things!

Bay Times: Glowing Lights in Nightfall Bay: A Mystery Unfolds

Nightfall Bay, (March 28th, 2023) -  Reports of strange, glowing lights in the sky have been coming in from all around the city, leaving residents baffled and frightened. Eyewitnesses have described the lights as bright, multi-colored, and pulsating, with no discernible pattern or source. The Bay Times has been investigating this phenomenon, and while we have no definitive answers, we have uncovered some intriguing details that may help shed some light on this mysterious occurrence.

Our investigation has revealed that many of the locations where these lights have been seen are linked to horrific or supernatural events in the past. For example, one of the areas where the lights were reported is a former cult site, where numerous people lost their lives in a mass suicide. Another is a cemetery where there have been multiple reports of ghost sightings and paranormal activity. Could these locations be somehow connected to the glowing lights?

We interviewed local resident and paranormal investigator, Thomas Bradley, who has been studying these locations for years. "These areas have long been known to be hotspots of supernatural activity," Bradley told us. "It's possible that the glowing lights are related to some sort of ritual or otherworldly event that took place at these locations in the past."

However, Bradley stressed that he has no concrete evidence to support this theory. "I've been studying the paranormal for a long time, and I've seen some strange things," he said. "But I have to admit that this phenomenon is unlike anything I've seen before. It's a real head-scratcher. I will continue to investigate the occurrences as they happen, I have some ideas."

We also reached out to the Nightfall Bay Police Department for comment. While they have received numerous reports of the glowing lights, they have no leads on what is causing them. "We are investigating all possibilities, but so far we have no concrete evidence to go on," said Detective Mark Johnson. "We are asking anyone who has seen these lights to come forward with any information they may have."

The mystery of the glowing lights continues to perplex and frighten residents of Nightfall Bay. While there may be no definitive answers yet, our investigation has uncovered some intriguing leads. Could there be a supernatural or otherworldly explanation for this phenomenon? Only time will tell.

GM Note: I used this as a hook for setting up a villain who entered the area. I wont say who right now, as I will expose that later on :)
