Background:

Twisting his training into tactics of terror, he founded a militant anti-government group in Starling City. Operating in the shadows, he orchestrated bombings with precision, always aiming to send a message: the institutions are broken, and fire is the only truth left.
But his war caught the attention of Team Arrow, and later Ricardo Diaz. Recruited into Diaz’s criminal network, Reed became a hired incendiary, lending his expertise to organized chaos.
Xavier Reed isn't a pyromaniac, he’s a revolutionary with a matchbook. The city never sees him coming until something explodes.
